The Communications Workers of America (CWA) Local 4250

RESOLUTION TO ABOLISH THE H-1B VISA PROGRAM and AMEND the IMMIGRATION
ACT of
1990
Whereas: the CWA, the Union for the Information Age, recognizes
the
combination of new technologies and resultant competitive Global
marketplace
bring both new opportunities and new vulnerabilities to our Nation's
critical communications/information infrastructure; and
Whereas: the catastrophic events of September 11, 2001 have
revealed serious
flaws in our Homeland Security and Sovereignty of our borders; and
Whereas: the Congress of the United States has enacted the H-1B
Visa Program
and Immigration Act of 1990; and
Whereas: American and foreign global corporations are
circumventing the
intent of Congress by using loopholes in the H-1B Visa Program to
replace
tens of thousands of American workers, including many that were employed
by
CWA represented employers, with foreign national and offshore workers;
and
Whereas: the global transition to new technologies have provided
foreign
national and offshore workers occasion to perform work on United States
of
America military, financial services, utilities, transportation and
emergency services that could feasibly jeopardize our national and
economic
security; and
Whereas: the CWA realizes the AFL-CIO and American labor movement
have not
offered significant opposition to the H-1B Visa Program and Immigration
Act
of 1990; and
Whereas: the CWA recognizes the security and safety of the United
States of
America takes precedence over all special interest groups.
Resolved: the CWA shall adopt a leadership role in the AFL-CIO and
American
labor movement to abolish the H-1B Visa Program and Amend the
Immigration
Act of 1990; and
Resolved: the CWA shall educate our membership, AFL-CIO, American
labor
movement and the American public about these and related issues.
