2. INFO---Prognosis for action this fall.
1. ACTION----New Labor Day fax to Democrats about H-1B outrage.
You will find on your COMPUTER & ENGINEERING or your INFORMATION TECHNOLOGY
interest boards, new faxes that remind your Democratic Members of the
outrage of continuing to import perhaps 20,000 foreign H-1B workers each
month during a prolonged period of high tech layoffs.

2. INFO----Prognosis for action this fall
We have to be candid with you that there is virtually no chance that there
could be any action in Congress this fall to rectify this unjust H-1B
policy.
The high-tech money has bought a lot of silence, particularly from Democrats
who otherwise would be standing up for American workers.
The law that raised the cap to 200,000 H-1B visas per year is set to fall
back to 65,000 a year from now if Congress fails to act.
Thus, we are in a position to win next year if nothing happens. But you can
be sure that the high-tech lobbyists will be out in full force.
Mainly right now, we probably are just engaging in keeping Members of
Congress slightly uncomfortable about what they are allowing to happen and,
hopefully, they will remember that discomfort a year from now when they will
be asked to renew 200,000 cap.
Dr. Gene Nelson of Texas will be working out of our Capitol Hill office the
next couple of weeks as he carries the message of outrage to many
congressional offices. There are to be other tech people in D.C. during
September doing similar work.
