Before you apply for this job ad, go to the last line. You must have a
valid H-1B or B-1 visa in order to be considered.

There is an implied qualification stated because the job locations are
in the US, Bangalore, or Delhi Region. They probably only want visa
holders from India.

If you have one of these nonimmigrant visas, the skills required are
very mundane and definitely not for specialty occupations. Job
applicants can have any kind of degree and they need programming skills
in COBOL, JCL, DB2. For those of you that aren't techies, this type of
programming is a least 30 years old and is definitely not new or
state-of-the-art, and there is a surplus of Americans that have these
skills. Many companies said that they terminated American workers after
the Year 2000 scare because they didn't need mainframe programmers. If
that is true, then why is it so vital to import H-1Bs with these
skills?

Also note the implied age-bias in the ad. The MANDATORY REQUIREMENTS
state that they want somebody with 3-9 years of experience. You can bet
they wouldn't consider anyone with over 9 years of experience and that
will eliminate most American programmers with these skills. Most
domestic based programmers that still do this type of legacy computer
programming have 20-30 years experience so they will be rejected as
overqualified. This company is very careful to screen out older
employees by requiring the date of birth of applicants.
